The Energy Cost-Benefit Analysis (CBA) Framework provides practical guidance for assessing the costs and benefits of NSW Government energy related initiatives. It aligns with the NSW Government Guide to Cost-Benefit Analysis (TPG23-08) and should be used alongside it.

Cost benefit analysis is an economic appraisal method that supports evidence-based decision making. It estimates the total impact of an initiative by assessing the net economic, social, environmental and cultural costs and benefits, and expressing them in monetary terms. It captures both monetary and non-monetary impacts and helps decision-makers compare initiatives fairly.

The Framework supports consistent and transparent analysis. It helps practitioners:

  • identify and value costs and benefits
  • compare options on a like-for-like basis
  • account for uncertainty, risks and impacts on different groups in society (distributional impacts)
  • understand how initiatives affect households, businesses and the broader NSW community.

It applies to a wide range of energy initiatives. This includes initiatives affecting the supply and demand of energy, such as energy generation, energy efficiency, electrification and demand management.
