Market operations rule
Market Operations Rules are created under Section 63C of the Electricity Supply Act 1995 and establish specific requirements for the efficient operation of business-to-business (B2B) procedures in the NSW electricity market. The current Market Operations Rule No. 1 (PDF, 322 KB) requires electricity retailers and distributors to ensure that data is transferred in accordance with the format required under the Rule.
B2B procedures
The NSW B2B Process Specification - Network Billing (NSW B2B Procedures) (PDF, 1.07 MB) applies to the billing of network charges, and associated transactions, by an Electricity Distributor to an Electricity Retailer. The network charges include regulated charges, and charges for non-regulated (or excluded services) and regulated services. The specifications describe the automation of the network billing process, its transactions and the associated business rules.
Dispensation for Residential Dynamic Import and Export Trial Tariffs
This dispensation (PDF, 30 KB) provides for a time limited trial to support the introduction of Residential Dynamic Import and Export Trial Tariffs. It is in effect for the period from 1 July 2026 to 30 June 2029, unless otherwise varied or withdrawn.
Ausgrid proposed amendments to the B2B Procedures to support the introduction of dynamic tariffs. These changes include the introduction of a new Time of Day code and an update to the associated rate description.
While these amendments have not been incorporated into the B2B Procedures, the relevant changes have been allowed for in this dispensation and apply only to electricity retailers that have elected to participate in the relevant trial tariffs, and only in respect of billing transactions associated with those tariffs.
Consultation with industry participants to assess whether the proposed amendments should be incorporated into future updates of the B2B Procedures will be undertaken during the period of the trial.
