NSW's green hydrogen hubs
Hydrogen hubs are regions where producers and users of green hydrogen across industrial, transport and energy markets are co-located. We’re supporting the development of hubs to:
- unlock a green hydrogen industry and workforce to transform our regional economies and prepare NSW for the future as global markets decarbonise
- reduce hydrogen infrastructure development and supply chain costs to make hydrogen commercially competitive with existing fuels
- create new jobs, encourage innovation, improve energy security and provide businesses with more choices to increase revenue while reducing emissions.
Hydrogen hubs will help us shift to a low-carbon economy. This supports our Net Zero Plan Stage 1: 2020-2030 and legislated goal to cut emissions by 70% by 2035 and achieve net zero by 2050.
The hydrogen hub initiative
Our hydrogen hub initiative is a key action under the NSW Hydrogen Strategy, which sets out our plan to develop a green hydrogen industry.
We are supporting the development of hydrogen hubs to increase the production and availability of green hydrogen across the state. These hydrogen hubs are critical to establishing and growing the green hydrogen sector in NSW and Australia.
These hydrogen hubs will:
- improve air quality
- reduce our carbon emissions in hard-to-abate sectors
- provide businesses with more choices to increase revenue and reduce emissions
- create new jobs
- grow and diversify our economy
- improve our energy security.
The hydrogen hub initiative supports:
- hydrogen projects to deliver commercial-scale green hydrogen projects in NSW with confirmed agreements to sell green hydrogen. The projects must include at least one end user in the hub region and can also include end users outside the hub regions, including outside NSW and Australia.
- hydrogen consumers who are ready to purchase and use hydrogen now or in the future, while supporting new areas of high hydrogen demand, and driving scale within the hub regions.
We are prioritising projects that can scale up or replicate quickly and increase hydrogen demand.
Projects in development
We have awarded $81.4 million in funding to 3 hub projects in the Hunter, Port Kembla and Moree regions. For each of the projects, the funding amount provided by the NSW Government is matched or exceeded by contributions from the funding recipient.
Funding recipient: Hiringa Sundown Project Co. Pty Ltd as trustee for the Project Trust
Awarded funding amount: $35.8 million
Project location: Moree Plains
Project summary: This project will create green hydrogen and ammonia using on-site solar energy to produce climate-positive and traceable cotton.
Electrolyser capacity (MW): 12–15
Green hydrogen production (tonnes per year): up to 936.5
Project status update: The project reached its Final Investment Decision in July 2025. Construction is currently underway on the hydrogen and ammonia plant, and the project is due to commence operation in 2027.
Funding recipient: Orica Australia Pty Ltd
Awarded funding amount: $45 million
Project location: Kooragang Island
Project summary: This hub aims to deliver a safe, reliable and commercial-scale renewable hydrogen supply chain in the Newcastle industrial and port precinct. The proposed facility, which received development approval in May 2024 and is subject to Final Investment Decision, will produce renewable hydrogen via electrolysis using recycled water and renewable electricity via a grid connected 50 MW electrolyser in the first phase.
Electrolyser capacity (MW): 50
Renewable hydrogen production (tonnes per year): 4,700
Project status update: The proposed facility received development approval in May 2024 and reached its Final Investment Decision on 30 June 2026. Construction is expected to commence in early 2027.
Funding recipient: BOC Ltd
Funding amount paid: $567,000
Project location: Cringila
Project summary: This hub aimed to kick-start the adoption of green hydrogen in NSW for transport and electricity. The project intended using existing infrastructure to scale up production and create local clean energy jobs.
Electrolyser capacity (MW): 10.5
Green hydrogen production (tonnes per year): 1,460
Project status update: Following the completion of the FEED study, this project was discontinued due to challenges to commercial viability arising from changing market conditions during its lifetime. Both the NSW Government and BOC Limited remain committed to the Illawarra region, and to the development of green hydrogen and other renewable fuels across the state and Australia.
